What is the filing process for imported paints? Manufacturers, importers or import agents of imported paints (hereinafter referred to as filing applicants) may, as needed, apply to the filing agency for paint filing.
The specific process for filing is as follows:
(1) The filing application shall be submitted to the filing agency at least 2 months before the paint is imported, and the filing applicant shall submit the following materials:
1. "Imported Paint Filing Application Form";
2. A declaration by the imported paint manufacturer that the content of harmful substances in its products complies with the requirements of the National Technical Specification of the People's Republic of China;
3. About the basic composition, brand, model, origin, appearance, labels and markings, sub-packaging manufacturers and locations, sub-packaging product labels and other related materials of imported paint products (the Chinese text shall prevail).
(2) After the filing agency receives the filing application, it will review the qualifications of the filing applicant and the materials provided, and issue the "Notice of Acceptance of the Filing Application for Imported Paint" to the filing applicant within 5 working days.
(3) After the filing applicant receives the "Notice of Acceptance of Imported Paint Filing Application", if the application is accepted, the filing applicant shall send the inspected samples to the designated special testing laboratory, and the samples provided by the filing applicant shall be the same as the actual import If the paint is consistent, the number of samples should meet the needs of special testing and sample retention; if the application is not accepted, the application can be re-applied after supplementation and rectification in accordance with the requirements of the "Notice of Acceptance of Application for Recordation of Imported Paints".
(4) The special testing laboratory shall complete the special testing of the samples and the special testing report of imported paint within 15 working days of receiving the samples, and submit the report to the filing agency.
(5) The filing agency shall, within 3 working days of receiving the special inspection report for imported paints, conduct an audit in accordance with the relevant regulations and the special inspection report, and issue the "Imported Paint Recording Book" if it passes the audit; if it fails to pass the audit, a written notification filing applicant.
